Haiti Update
The Haitian government has indicated that it will continue to support international adoption programs as long as they are processed through approved agencies. Haiti has in the past permitted independent adoptions but President Michel Martelly declared this summer that he will issue a presidential decree banning independent adoptions.
Updated China Post Adoption Requirements
We have new information regarding the use of agencies to meet China's new Post Adoption Requirements.
As you know, China’s new Post Adoption Requirements are now in place for any family that is issued a travel approval on or after August 1, 2011. In order to ensure the smooth integration of the adopted child into the adoptive family, the CCCWA has increased the required number of post adoption reports as well as the frequency of the reports. There are now 6 reports at the following intervals: 1 month, 6 months, 12 months, 2 years, 3 years and 5 years. For adoptees that are close to fourteen years old at adoption, the reports should be prepared until the child turns 18 years old.
Previous information verified through the CCCWA indicated that these reports must be completed by a COA or Hague accredited agency. We have recently confirmed with CCCWA that there is one exception to this rule. If you have continued to work with the same agency that completed your home study during the dossier process, regardless of whether this agency is COA or Hague accredited, you can continue to work with this agency for post adoption services. It must be the same agency that completed the home study that was submitted along with your dossier to China. Please note that if you have moved during the process and can no longer work with your original agency, you must work with a COA or Hague accredited agency.
We continue to follow up with CCCWA for clarification of these new regulations and will report to you any additional information we receive. Please let us know if you have any questions!

Intercountry Adoption Agreement signed with Russia
On July 13, 2011, Secretary of State Hillary Clinton and Russian Foreign Minister Sergey Lavrov signed a bilateral adoptions agreement that will strengthen procedural safeguards in adoptions between our countries. This Agreement will provide additional safeguards to better protect the welfare and interests of children and all parties involved in intercountry adoptions, including measures to ensure better post-adoption reporting and more complete information on a child's background. Also, only agencies authorized by the Russian government will be able to provide adoption services except in the case of a relative adoption.
Please see the adoption notice posted on the Department of State page for more information!

Haiti Dossier Accepted in Record Time!
We have been informed by our Haiti representatives, that a dossier presented to IBESR in January 2011, was accepted in record time! This is the first dossier for the Maison Des Enfantes De Dieu orphanage to move through the adoption process since the earthquake of January 2010, it took only 3 months instead of the expected 2 to 3 years. This is an amazing update, meaning this family will be able to bring home their child much faster than expected. We are thrilled!

Ukrainian Adoption Alert Posted by the USCIS
On April 8, 2011, the USCIS posted an adoption alert regarding Ukraine transferring the functions of their current adoption authority, the State Department for Adoption and Protection of the Rights of the Child (SDAPRC), to the Ministry of Social Policy (MSP). The SDAPRC offices will be temporarily closing for adoptions as of either June 1st or June 13th so that they can move offices and do a changeover to report to the MSP. Families who already have SDA appointments, will continue to have their assigned SDA appointment and no delays are anticipated. The SDA stated today that they will continue accepting dossiers until June 1st. A long shutdown is not expected because the moving of offices will halt domestic (within Ukraine) adoptions from happening as well as international adoptions, so there is motivation to make this time period relatively short.

"Adopting Haiti" Documentary Film
As many of you know, through our Children of All Nation’s program, we are in the process of helping many families through their adoption journey to Haiti. We work specifically with the Maison des Enfants de Dieu orphanage, located a little bit outside of Port-au-Prince. We have been truly touched as we have learned about the people of Haiti, especially in the wake of the January 2010 earthquake. The staff of the orphanage and the children have left a deep impression on our hearts.
During this anniversary week, we would like to share with you some information about a documentary film, “Adopting Haiti” that recounts the amazing story of the Humanitarian Parole and evacuation of 80 children to their adoptive families in the United States. This film shows the heartbreaking reality of the days after the earthquake and how it was possible for the staff and volunteers of Maison des Enfants de Dieu orphanage to help their children be united with their families.
"Adopting Haiti" premiered on Hulu on January 12th and is available for all to view. You may find out more information about the film at the following link and can view the film itself at www.hulu.com. Also visit this Adopting Haiti site for more information!
We encourage each of your families to view and support this amazing work!

Haiti Update
Our liaison in Haiti recently returned from delivering our first dossier to Haiti since the earthquake, and she was encouraged during the trip for several reasons.
She reports that many healthy babies and children are waiting for their forever families. Also, the IBESR has become more lenient on one of their eligibility requirements! Previously, only families with two children or less currently in the home were eligible for adoption, but now they have increased that number to four! Families with over four children will need to apply for Dispensation from IBESR, which will lengthen the processing time.
We are extremely glad, as we hope this will open more doors for families to be united with their future child!

Ethiopia Updates
"Travel to Ethiopia and you may see a heartbreaking but all-too-common sight: children with spines so severely curved that it looks as if they've grown humps on their backs. But you may also see a heartwarming sight: children once bent over now standing fully straight, smiling and playing and learning in school. Host Scott Simon talks to Dr. Rick Hodes, who has spent two decades in Ethiopia treating children who suffer from severe spine diseases and often need expensive corrective surgery."

"ADDIS ABABA, Ethiopia — For many people around the world, mentioning Ethiopia brings to mind its devastating 1984 famine. The specter of the disaster haunts the country's international image and still hurts the growth of its fledgling tourism industry.
But here's the reality that awaits those few adventurous visitors who do make the trip: A high plateau of lush, green hills that's more like Scotland than the desert; decadent nightlife in Addis Ababa; and historic sites like the island monasteries of Lake Tana and Lalibela, a remarkable complex of 12th-century churches."
